A nationwide expansion of tailored major disaster prevention initiatives is underway, focusing on vulnerable groups in industrial settings, such as small businesses and foreign workers.

On June 14, the Ministry of Employment and Labor announced that 11 local governments are implementing customized safety support for small businesses and foreign workers through the newly introduced "Local Major Disaster Prevention Blind Spot Resolution Project."

This initiative allows local governments to identify and promote major disaster prevention projects that reflect the industrial structure and types of accidents specific to their regions. The government has allocated a budget of 14.3 billion won for this year, selecting local governments in Busan, Incheon, Gyeonggi, North Chungcheong, North Gyeongsang, South Gyeongsang, South Jeolla, Jeju, Daegu, Gwangju, and Ulsan.

South Jeolla Province is focusing on small businesses in agricultural industrial complexes, providing support for safety training, on-site consulting, facility improvements, and follow-up management. For instance, a manufacturing company in Damyang received assistance for the installation of safety railings and covers.

Incheon is concentrating on preventing asphyxiation accidents in confined spaces, such as manholes and sewage treatment plants. The city offers hands-on training for workers to learn how to use gas concentration meters and breathing apparatuses, along with conducting safety inspections and consulting for high-risk work sites.

Gyeonggi Province is targeting fall accidents, a major cause of serious incidents. The province is providing technical guidance at roofing construction sites and supporting the installation of safety railings and fall prevention nets, as well as offering multilingual safety training for foreign workers.

Additionally, Jeju is implementing major disaster prevention projects that reflect local industrial characteristics, such as fishing boats and tangerine processing, while Busan focuses on port logistics and ship repair, North Chungcheong on small construction sites, and South Gyeongsang on joint safety management for small businesses.

Small businesses often lack the safety management personnel and systems that larger corporations have. The government aims to reduce safety management blind spots in regions and enhance major disaster prevention capabilities through this initiative.

Ryu Hyun-cheol, head of the Industrial Safety and Health Agency, stated, "This is the first project led by local governments to prevent major disasters in various regions. We will actively support overcoming the limitations of safety management faced by small businesses and bridging the safety gap in the field."
