Iran has made it clear that it cannot enter final negotiations with the United States unless measures to end the war on all fronts, including Lebanon, are prioritized.
According to Yonhap News, Esmail Baghaei, spokesperson for the Iranian Foreign Ministry, stated on June 21 via the social media platform X that the meeting taking place in Switzerland is intended to assess the implementation of the ceasefire memorandum of understanding (MOU) signed on June 18.
Baghaei emphasized that the commencement of substantive negotiations for a final agreement, as outlined in Article 13 of the MOU, depends on the execution of five key provisions: Articles 1, 4, 5, 10, and 11.
The foremost condition set by Iran is the cessation of hostilities on all fronts, as specified in Article 1, which includes Lebanon. Baghaei asserted, "It is impossible to enter the final negotiation stage without the implementation of this provision."
He further explained that the purpose of the current negotiations is to verify the fulfillment of commitments by the opposing party and to assess whether the conditions for initiating final negotiations are met.
The one-day meeting in Switzerland will focus on compliance checks and discussions of violations. In the morning, bilateral talks will be held with delegations from the mediating countries, Pakistan and Qatar, followed by a quadrilateral meeting in the afternoon involving the Iranian and U.S. delegations along with the mediators.
