KISA to Lead Cybersecurity Center Development in the Philippines

The Korea Internet & Security Agency (KISA) will oversee a major official development assistance project aimed at enhancing the Philippines' cybersecurity crisis response capabilities.
 
KISA announced on June 24 that it has been selected as the implementing agency for the "National Cybersecurity Center Development Project for Strengthening Cyber Crisis Response Capabilities in the Philippines," which is being promoted by the Korea International Cooperation Agency (KOICA).
 
The project, valued at $25.6 million, will be carried out over approximately four years, from the second half of 2026 to 2029. KISA signed the contract on June 22 and has officially begun work.
 
In response to ongoing cyber threats in both the public and private sectors, the Philippines is strengthening its national cybersecurity framework, including the establishment of a national cybersecurity plan. The foundation for cooperation was further expanded when the two countries signed a memorandum of understanding on digital cooperation, including cybersecurity, during a summit in March.
 
KISA has formed a consortium with domestic cybersecurity firms, including Airkey, Fiolink, and Korea Telecom Internet Technology, to participate in the bidding process. As the lead agency for the project, KISA will provide comprehensive support, including the establishment of an information security management system, assistance in constructing the national cybersecurity center, development of a national cyber threat response system, training of cybersecurity professionals, and operation of cybersecurity capability enhancement programs.
 
Lee Sang-jung, KISA's president, stated, "As digital transformation accelerates, securing national-level cyber crisis response capabilities has become a key policy issue for countries. We will actively support the strengthening of the Philippines' cyber resilience and help domestic cybersecurity companies expand their excellent technologies overseas."
