This new system is the first instance of institutionalizing the 'super-strong incentives for housing improvement in Gangbuk,' a key pledge of the ninth elected administration.

Meanwhile, Seoul Mayor Oh Se-hoon is pushing for a 'Gangbuk Renaissance' as a core municipal task aimed at balanced development between Gangnam and Gangbuk. The city is committed to improving the residential environment and enhancing competitiveness in the Gangbuk area through regulatory relaxation and expanded development incentives.
