It was also revealed that about 220 million won was paid to non-resident technical support personnel. Among them, Engineer D, who was responsible for civil structure technical support, received approximately 49 million won for performing written reviews once a month over a contract period of 97 months, which included about five years of work.

According to the overall management fee expenditure details, of the approximately 5.5 billion won paid by the Seoul Metropolitan Government, about 2.4 billion won, or 44.7%, was allocated for the labor costs of on-site technical personnel. The remaining approximately 3 billion won was used for the management company's overhead and technical fees.

Rep. Bok stated, "During the construction of the city's largest landmark, the oversight system failed to detect the absence of rebar in 50 columns. A thorough investigation is needed into the circumstances surrounding the approval of the pouring despite the missing rebar on site." He added, "The Seoul Metropolitan Government and the Ministry of Land, Infrastructure and Transport must closely examine the legality of the oversight process and take strict action against those responsible."
