A man in his 70s has been arrested for the murder of his wife, also in her 70s, despite having a restraining order against him for stalking and domestic violence. This incident has raised concerns about the effectiveness of protective measures in safeguarding victims.

According to the Jeonbuk Provincial Police Agency and Jeonju Deokjin Police Station, the suspect, identified as A, was taken into custody on murder charges on October 14. He had been subject to multiple temporary measures under the Stalking Punishment Act, including written warnings, a 100-meter no-contact order, and a prohibition on communication via electronic means.

Despite these legal restrictions, A allegedly went to his wife's home on the afternoon of October 13 and attacked her with a weapon. It has been reported that A had a history of violence against B, leading to several domestic violence reports filed with the police.

However, it was confirmed that B had not agreed to wear a location-tracking emergency call device (smartwatch) that is typically provided to victims of stalking and domestic violence.

Immediately after the attack, A wrote his claims in red on a wall inside the house and fled the scene in a vehicle, traveling through Jeonbuk and Chungnam provinces.

Police responded to a report around 5 p.m. on October 14 about what appeared to be blood at the entrance of an apartment complex in Jeonju. Upon arrival, they found B deceased from stab wounds.

Following a manhunt, police apprehended A in a vehicle in the Seocheon area of Chungnam. At the time of his arrest, he had reportedly ingested poison but was conscious and not in life-threatening condition. He is currently receiving treatment at a comprehensive hospital in Jeonbuk.

A police official stated, "Analysis of closed-circuit television footage suggests the crime occurred around 6 p.m. on October 13. We are investigating whether this was a premeditated crime and plan to apply for an arrest warrant soon."
