Kim Ji-hyung, chair of the Economic and Social Council, announced on October 16 that he aims to strengthen social dialogue to address the complex crises posed by low birth rates, an aging population, and the spread of artificial intelligence (AI).

During a National Assembly audit of the Climate Energy Environment Labor Committee, Kim stated, "Our economy and society are facing a complex crisis characterized by demographic changes due to low birth rates and aging, the spread of AI, and widening gaps in the labor market."

He emphasized that social dialogue, based on deliberation and listening, is more crucial than ever as stakeholders seek solutions to pressing challenges.

Kim explained that in March, representatives from labor, management, and the government adopted a joint declaration aimed at overcoming transitional crises.

He noted, "This declaration outlined the principles and direction of 'Social Dialogue 2.0,' which aims to serve as a platform for addressing long-term challenges in the economy, society, and labor through social dialogue."

Based on this framework, the council has launched committees focused on specific agendas, industries, and social classes to discuss issues directly affecting citizens' lives.

Kim mentioned that discussions are actively ongoing in committees such as the Labor-Management Cooperation Committee for AI transition, the Youth Employment Hope Committee, and the Small Business Industrial Safety and Health Committee. He added that efforts are also being made to incorporate the voices of vulnerable groups, including youth, women, non-regular workers, and small business owners, into social dialogue.

Additionally, the council is promoting social dialogue to respond to demographic changes. In July, it established the Special Committee on Population Structure Changes and Job Publicization to develop solutions for creating jobs that allow different generations to work together harmoniously and ensure lifelong employment without job discontinuity.

Kim also announced plans to enhance transparency in the social dialogue process and expand discussions centered on local and industry-specific issues.

He stated, "I will fundamentally disclose the progress and outcomes of social dialogue meetings and ensure transparency. I will also actively support localized social dialogue that is closely tied to specific regions and industries."

He concluded, "I will do my utmost to ensure that deliberative and listening-based social dialogue takes root and that citizens can feel the effectiveness of social dialogue."
