Expansion of Safety Management for Biocidal Products in Paints and Sealants

The government and industry are expanding self-safety management of biocidal products to include paints and sealants, following previous efforts in the automotive, electronics, and textile sectors. A collaborative body will also be established to discuss biocidal product policies and create guidelines to prevent misleading labeling and advertising that could confuse consumers.

The Ministry of Climate, Energy and Environment announced on the 19th that it will hold a 'Biocidal Product Safety Management Declaration Ceremony' on the afternoon of the 20th at Hotel PJ in Jung-gu, Seoul. The event will include a pledge ceremony for the launch of the collaborative body and a declaration of cooperation for self-safety management of biocidal products in the paint and sealant sectors.

Biocidal products refer to substances and products used to eliminate or inhibit harmful organisms. Among these, biocidal-treated products are those that utilize biocidal products for purposes beyond their primary function, such as removing harmful organisms. Sealants are materials used to fill gaps to prevent water or air leakage.

Given that biocidal-treated products undergo multiple stages of production and distribution from raw materials to finished products, safety management across the entire supply chain is crucial. This collaboration focuses on establishing a self-safety management framework for biocidal-treated products in the paint and sealant sectors.

The Ministry has been promoting the establishment of self-safety management systems in collaboration with the industry since 2023, starting with the automotive sector, followed by electronics in 2024, and textiles last year, while developing sector-specific guidelines. This year, it aims to expand the scope in cooperation with companies in the paint and sealant sectors.

The newly launched collaborative body for biocidal product policy will support the implementation of the safety management system established under the 'Act on the Safety Management of Household Chemical Products and Biocidal Products,' which took effect in 2019. It plans to operate collaborative projects, including policy working groups, with the first task being the creation of a 'Guideline for Misleading Labeling and Advertising of Biocidal Products.'

About 120 participants are expected at the event, including Ahn Se-chang, Director of Planning and Coordination at the Ministry, representatives from companies such as Aekyung Industrial, Farm Hannong, LG Household & Health Care, Sesco, KCC, Gangnam Jevisco, and Joongkwang Paint, as well as officials from the Korea Paint and Ink Industry Cooperative, the Chemical Safety Agency, and the Korea Environmental Industry and Technology Institute.

Heo Hye-in, a manager at the Ministry's Chemical Product Management Division, stated, "It is a reality that government-led safety management alone faces challenges in responding to market changes and consumer demands. We will do our best to ensure the stable establishment and smooth implementation of the biocidal product safety management system by actively utilizing communication and cooperation between the industry and the government."
