The Ansan City Council is urging the enactment of a 'Local Council Law' to ensure the independence and autonomy of local councils.

According to the council on October 30, during the third plenary session of its 306th regular meeting, a proposal titled 'Request for the Enactment of the Local Council Law by Year-End,' introduced by Council Member Lee Jae-bok, was unanimously adopted by all present members.

This proposal aligns with the spirit of a joint declaration made by local council members across the country, emphasizing the need to establish an independent legal and institutional foundation for local councils to fulfill their essential roles.

Currently, local councils serve as representative bodies for residents, overseeing local administration through the enactment of ordinances, budget reviews, and audits of administrative affairs.

However, the city council explained that the existing legal framework limits the independence of local councils in terms of organization, budget management, and legislative activities.

Members emphasized that the enactment of the Local Council Law is not merely about expanding authority or privileges, but is a necessary institutional task to realize genuine local autonomy and enhance accountability and transparency in local administration.

The proposal includes three main demands directed at the National Assembly and the government:

  • Prompt review and enactment of the pending Local Council Law in the National Assembly by the end of this year.
  • Institutionalization of organizational and budgetary rights for independent legislative activities of local councils, along with provisions for establishing independent audit bodies.
  • Creation of a solid institutional foundation to strengthen the policy review and administrative oversight functions of local councils by increasing specialized policy support personnel.

Chairman Han Myung-hoon stated, "The enactment of the Local Council Law is a foundational step for protecting residents' rights and advancing genuine local autonomy," adding, "I hope the National Assembly and the government will actively pursue the enactment of this law within the year to enhance the independence and expertise of local councils."

Meanwhile, the city council plans to formally convey its stance on the enactment of the Local Council Law to relevant institutions, including the Presidential Office, the Prime Minister's Office, and the National Assembly.
