Luxemburg topped the list with $48,043. Other top-ranked countries include northern European nations, such as Norway, Denmark, Sweden, that have huge welfare budgets.
Denmark had the highest tax-to-GDP ratio (48.6 percent), followed by France (45 percent) and Belgium (44.6 percent).
Mexico (19.7 percent) and Chile (20.2 percent) had the lowest tax-to-GDP ratios, followed by South Korea (24.3 percent), and the United States (25.4 percent).
Per-capita tax burdens of the 29 countries surveyed averaged $15,634.
Countries whose per-capita tax burden exceeded $20,000 include Switzerland, Finland, Austria and Belgium.
Turkey ranked the lowest in terms of per-capita tax burden with $3,167. Other low-ranked nations include Chile, Hungary, Slovakia and Estonia.
