The initiative, jointly issued by the National Development and Reform Commission, State Administration for Market Regulation, and Ministry of Emergency Management on Aug. 8, aims to publish 70 national standards on various aspects of carbon management by the close of 2024. These standards will encompass carbon accounting, footprint assessment, reduction strategies, and carbon capture, utilization, and storage technologies, covering all major sectors and enterprises.
By 2025, a unified calculation and evaluation framework will be established for businesses, projects, and products. Key industries and products are expected to meet or exceed global benchmarks for energy consumption control.
The plan emphasizes accelerating the development of national carbon footprint standards for emerging export drivers such as new energy vehicles, photovoltaic products, and lithium batteries. Additionally, China will work on standardizing carbon footprint measurements for products including electronics, plastics, and construction materials.
This initiative aligns with China's recent commitment to enhance mechanisms for green and low-carbon development, including improvements to the emissions trading system. These efforts support China's goals of reaching peak carbon dioxide emissions by 2030 and achieving carbon neutrality by 2060.
