The Office for Government Policy Coordination said the project is to construct the zone 5 for agricultural use, which occupies 15.1 square kilometers of land.
Facilities to be built in the zone 5 include irrigation channels, spillways, dike sluices, tunnels and detention ponds.
The project will cost 145.6 billion won. Completion is due for 2017.
Of the zone 5, about 7 square kilometers of space will be used by agricultural companies, the office said. The agricultural area is expected to be made available beginning in 2016.
Launched in 1991, the 3-trillion-won (US$2.63 billion) Saemangeum development plan calls for the reclamation of 40,100 hectares of land and construction of a 33.9-km-long seawall, the world's longest, and a freshwater lake.
