During a Cabinet meeting in Seoul, Choi said he decided to appoint Cho Han-chang, a nominee recommended by the ruling People Power Party (PPP) and Jeong Gye-seon, another nominee proposed by the main opposition Democratic Party (DP).
"I decided to appoint the two justices to urgently resolve political uncertainty and social conflict, as the country is also facing an economic crisis," he said.
But he said that the appointment of the remaining candidate Ma Eun-hyuk will be delayed until the two parties reach an agreement.
The Democratic Party (DP), which holds a majority in the 300-seat National Assembly, has been pushing to fill the court's three vacancies, as this would facilitate Yoon's impeachment trial, which began its deliberations after a motion to impeach him over his aborted martial law debacle was passed in the National Assembly on Dec. 14.
With only six of the nine justices seated, a unanimous decision had been required to uphold Yoon's impeachment. But with Choi's appointment of two new justices, at least six votes are now required for Yoon's ouster.
Meanwhile, Choi vetoed bills proposing independent prosecutors to investigate Yoon and his wife Kim Keon Hee over several allegations, citing certain clauses as "unconstitutional."
Kim has been embroiled in a series of controversies, including the acceptance of a luxury handbag and involvement in a stock manipulation scheme.
