The official state-run Korean Central News Agency (KCNA) said its leader Kim Jong-un's sister Yo-jong, Foreign Minister Choe Son-hui, and other top officials including Choe Ryong-hae, chairman of the rubberstamp Supreme People's Assembly, attended the event.
Initially signed during Russian President Vladimir Putin's visit to Pyongyang in June, the Treaty on Comprehensive Strategic Partnership commits both countries to come to each other's aid in the event of an armed attack.
The pact officially took effect early last week after the two countries exchanged ratification documents.
Praising it as a "brilliant fruition of the outstanding foresight, political will and decision of the heads of states of the two countries," Choe expressed her commitment to "closely boost support and solidarity with Russia in every field in the spirit of the treaty and achieve the lasting development" in relations between the two countries.
