“True security cannot be guaranteed by building up military power and raising higher walls of isolation and severance,” Moon said.
 
He said he hoped that, as eight years ago, improved inter-Korean ties could again serve as a bridge to U.S.-North Korea talks. “Inter-Korean dialogue will be the fastest and safest breakthrough to resolve the current deadlock,” he said.
 
Moon also called on Trump to show “his unique decisiveness and wisdom” to bring North Korea back to the negotiating table.
