SEOUL -- In Seoul with at least 3.1 million registered vehicles, it's not difficult to find parking spaces inside big buildings that operate paid parking services. However, it's hard to find parking spaces in residential areas. Sometimes drivers have to park illegally in alleyways or on sidewalks.

Seongdong District in northeastern Seoul said on November 16 that it would test a parking lot-sharing service using smart CCTVS in January next year. Drivers looking for an empty parking space can check parking spaces in real-time.

The service will provide a bird's eye view of parking lots to show empty spaces in real-time through a smartphone app or a computer. Smart CCTVs will monitor parking spaces to see when a car moves in or out and automatically charge parking fees by reading plate numbers. The system can also detect cars parked illegally outside parking zones.

Currently, Seoul operates monitoring stations equipped with CCTVs and loudspeakers. Illegal parking can be slapped with a fine of about 50,000 won ($45.1).
