The estimated project cost is about 561.2 billion won as of April 2016.
The ministry initiated a public call for proposals in January to recruit project operators. The Hyosung Heavy Industries Consortium was the sole applicant, and an expert evaluation panel assessed the feasibility of the proposed business plan from June 17 to 18.
The ministry and the Hyosung Heavy Industries Consortium will now enter negotiations to finalize the project details. Construction is scheduled to begin in 2029, with a target completion date in 2034.
