This move is a part of the commission's efforts to foster a secure AI ecosystem while strengthening data privacy safeguards.
Under the proposed legislation, individuals whose images or voices have been synthesized without their consent will have the legal right to request the removal of such deepfake content. The law will also include provisions to penalize the creation of fake content that violates personal rights.
In addition, recognizing the crucial role of AI in driving innovation, the PIPC will introduce measures to support AI industry development. This includes addressing previous limitations on the use of anonymized personal data for research and development.
The commission also plans to introduce legislation governing the installation and operation of video surveillance equipment, acknowledging the challenges of obtaining consent from individuals inadvertently captured in footage.
"We will strive to enhance AI and data policies by improving personal information legislation to suit the AI era," the commission said in a release. "Our goal is to secure public trust in personal information processing by proactively addressing privacy threats arising from AI and digital transformation."
